1. A woman must receive state-directed counseling that includes information to try and discourage her from having an abortion, and then wait until the next day before the procedure is provided.
2. Health plans that will be offered in the states health exchange under the Affordable Care Act can only cover abortion when the woman's life is endanger, rape or incest, unless an optional rider is purchased at an addition cost.
3. The parent of a minor must consent before and abortion is provided. 4. Public funding is available for abortion only in cases of life endangerment, rape or incest.
In March 2013 a law was passes in Arkansas stating that you can't have an abortion after twelve weeks into pregnancy unless it is a case of rape or incest, the woman's life was at risk or the fetus has a highly lethal disorder.
