He was american foreign policy, he was a well respected man around the world. How he got mixed up with Nixon I really don't know but was one of the good things that Nixon did by appointing him to sec of state.

Nixon's involvement and anticommunists acts
The development of nuclear-powered submarines capable of launching ballistic missiles meant that the United States, and later, the Soviets, possessed second-strike capability. If Soviet missiles destroyed the United States, American submarines could still launch their missiles against the Soviets. In the end, there would be no winner.

several burglars were arrested, they were located in the Watergate building in Washington, D.C. This was no ordinary robbery: They were connected to President Richard Nixon’s reelection campaign.
