Can't really tell whether it's a positive or negative decision, because even though Pierre's response ended the mess ,however,Laporte was found murdered on October 17 in the trunk of a car and the tension of separatism was increased .

Positive decision because he built up a peace relation with the People's Republic of China , before the United States did, later on went on an official visit to Beijing, reduced the tension of Cold War.
