Khrushchev decided to install in Cuba medium range missiles.

By this, he was trying to make up for the fact that Soviet strategic forces were lagging behind of the USA.

In 1962, the US forces consisted of:
- 2000 strategic bombers
- 294 ICBMs
- 144 SLBM

Against the Soviet side:
- 150 bombs
- 75 ICBMs
- 0 SLBM

The medium-range missiles deployed in Cuba would have doubled the Soviet offensive force.

The Khrushchev plan was approved by the Soviet Defence Council on 24 May and by Castro on 29 May.
