You don't have to have a big list to do JV's, but it helps.

JVs are the best, I don't know why you would avoid them

If the goal is simply to have a list of subscribers, buy ads (maybe solo ads at safe-swaps.com, udimi.com, or facebook ads)

If you have a list of 1,000 then 2,500 then 5K then 10K then 15K then 20K - you can JV with people. But you need to train that list to trust you.
