  • Emerged asdominant leader in 1970s
  • He was determined to keep eastern europe in communist hands
  • He wasn't interested in reform
  • He benefited from more relaxed atmosphere associated with detente
  • The soviets were equal to yhe U.S in nuclear arms

  • In economic policies he continued to emphasize heavy industry
  • By the 1970s the communist ruling class in the soviet had become corrupt
  • Party and state leaders as well as kgb enjoyed high standard living
