WHY IS IT AN ISSUE?

• Solely authorized by President
• Conducted by the The CIA
• It is Illegal for the CIA to Assassinate

• Only use when there isn't a simpler way
• Avoid making more enemies
• Focus on current enemies

OUR CHOICE: OPTION 2

• Keep program running
• Controlled by Military, not CIA
• Reduced Secracy
• Eliminates President's unchecked power
