Date: August-September 2005

Place: New Orleans
This hurricane was one of the strongest and the most terrific storms in the USA. It provoked $81 billion of damage, 1,800 people died and fifty million people were hit by this storm.

IT HAD BEEN PREDICTED!

Many researchers had predicted the terrible effects of a hurricane on the city as its levees could not hold.

RESPONSIBILITIES

Lots of people and institutions could be considered responsible for this disaster:

1. The White House

2. The officials at all levels, federal, state and local, who were unprepared to face the situation.

3. The policemen who left their posts in New Orleans.

New Orleans was built in a dangerous position, in a bowl between the Mississipi River and Lake Pontchartrain, It is an unsafe location but the authorities didn't do anything to face this problem.

LEVEES

Local authorities could have built stronger higher levees to prevent natural disasters, but they didn't invest much money in preventive work, so eighty per cent of the city went underwater.

TERRORISM

After the 11 September attacks, State and Federal governments invested much more money in fighting terrorism than in preventing natural disasters.
