THE ARTICLES OF CONFEDERATION
The Articles of Confederation was the first Constitution,proposed by the continental congress in 1777,it wasn't ratified until 1781.
The rules celebrated a victory for those who favored state rule making . Rule two stated that "each state holds its power, freedoms,and independence,and every power...which is not...expressly chosen to the Unites State .."any agreement required all consent of the states.
The Rules of Confederation created a national government made of those in charge,which had the power to state war, choose military officers.sign treaties,make agreements,appoint foreign representatives,and manage relations with Indians. All states were celebrated equally in those of power ,and nine of thirteen states had to approve a bill until it became law.
Under the rules, the states,not those of power,had the ability to tax. Those of power could raise money only by asking the states for money,borrowing from foreign governments,or selling western lands. In addition those of power could not draft soldiers or control trade. There was no rules for national courts.
The rules of confederation did not include a president. The states feared another GeorgeIII might threaten their liberties. The new frame work of government also banned chosen members from serving more than three years in any six year period.
The rule makers assumed that the Americans right ways would lead to states to carry out their duties and obey governmental decisions.but the states refused to pay their contributions to the central government. It acts were “as little heeded as the cries of a simple man.” As a result,the government had to stop paying interest on the public debt. The continental army threatened to rebel over lack of pay.
A series of events in the 1780s convinced a group of national leaders that the rules of confederation provided a total bad frameworks of government.
