PIGGY WAS A MORE LOGICAL THINKER THAN THE REST. HE KNOWS THERE IS NO BEAST AND TRIES TO GET PEOPLE TO UNDERSTAND AND THINK LIKE HE DOES.

"Piggy wiped his glasses and adjusted them on his button nose. The frame had made a deep, pink V on the bridge."

Piggy relies heavily on his glasses which shows his type of character. He relies on Ralph because he looks for authority. No matter how Ralph treats Piggy, Piggy looks at him as the adult figure he need so he still follows Ralph.

"What are we? Humans? Or animals? Or savages?"

Piggy, being the intellectual, understands what is happening to the boys. They are becoming animals, and Piggy is trying to keep them civilized and how they were before the island so they don't kill each other.

"We can use this to call the others. Have a meeting. They’ll come when they hear us."

This is the first time Piggy shows he represents civilization. The quote is showing having and assembly of the group just like a town meeting or the Goverment organizing to have a meeting.

"How can you expect to be rescued if you don’t put first things first and act proper?"

This is again Piggy showing that he is the intellectual and using logic to try to help. Piggy is saying plan everything out and get along or they will not get rescued but no one listens and they kill each other.
Piggy's Development
Piggy was more of a static character. Piggy throughout the whole story was the adult of the island and represented civilization. There wasn't much change for him besides dying.
