2016 is the first year for a section-wide Simulated Emergency Test, and so the training for September will focus on preparing for the test on October 1.

Just what is the SET?

  • ARRL Simulated Emergency Test Set
  • The SET is a nationwide exercise in disaster response and emergency communication, administered by ARRL
  • The SET gives volunteer public service communicators the opportunity to focus on their capabilities, strengths, and weaknesses while interacting with NTS nets
  • "Field Day, without the points."

Why this year?

  • Traditionally, the MCM has acted as the SET for NoVA
  • New SM, New SEC want to show section abilities
  • Not everyone practices like us
  • Big push for ICS compliance

Stated Purpose

  • To provide a public demonstration – to served agencies and through the news media – of the value to the public which Amateur Radio provides in time of need
  • To provide training and experience in communicating under simulated- emergency conditions
  • To provide a framework allowing us to evaluate how well they are performing

The Scenario

  • Exercise Name - Event Horizon – a point of no return - in general relativity, a point in which gravity becomes so great that not even light can escape.

The Scenario

  • A line of powerful thunderstorms, spawned by a hurricane, is approaching the state from the southwest.
  • Strong winds, flood producing rains, damaging hail & lightning have paralyzed most of the counties in your district.
  • Wind speeds exceeded 85 MPH and have produced many downed-trees causing power lines to fail.

The Scenario

  • Estimates are between 85% and 90% of homes are without power
  • Many roads are impassable due to flash-flooding, tree debris, and downed-power lines
  • Communications has suffered greatly as well

The Scenario

  • Downed utilities, power outages, and failed back-ups have crippled normal communications
  • Repeaters without back-up power are no longer operational

  • What are the priority locations?
  • What are the secondary locations?
  • Issues and challenges?
