- I would give each state a grant of money if 70% of all legal voters were given a pardon and Pledged to the union
HOW WOULD GRANTS WORK
- The grant money would be given to the date goverment and the voter could say what I goes towards, that way if anything else needs to be delt with then either they would have to raise the money or 10% more voters would need to pledge

- This way even those who didn't want to pledge would have to due to the needs for the state
HOW WOULD THEY GET MORE MONEY
- After 100% of pledging there would be a giving of money as it was seen needed! but in doing this state buildings would cause taxes to go up by 5% for one month Anything else like people's personal farms, those people would have to pay back the money.

- Freed slaves would need to pledge immediately for voting rights in the first 6 months of the states government being put in action

- If they didn't then everytime they would vote until pledging they would have to pay a state appointed fee

- The reason for this would be so they would either have to pay taxes or have to pay the state for equal rights
AS FOR ALLOWING CONFEDERATES INTO CONGRESS
- They would have to be pardoned publicly and swear that they will not condone and form of rebellion in their state, thus stating that anyone showing rebellion will be put on trial for treason

- They would have to run again for any seat in the senate or house of reps
- They would also have to provide some of the state land to freed men
