• SLOs derived from a defined educational priority
• SLOs based on research / developmental theory
• SLOs must drive educational strategy
• Programs are one type of strategy but not the only one

• Sequenced learning (by-month and by-year)
• Stakeholders are identified and involved
• Plan is developed through review process that includes feedback / critique / transparency
• Assessment is essential
