Ordinary Ministers: Bishop, Priest, Deacon
Necessity: Anyone, even non-baptized person using water & Trinitarian baptismal formula with intention to do what the Church does when she baptizes

- Counsel/Right Judgment: sense quiet teachings of the Holy Spirit
