This presentation was given to the Transitioning to ICT as a Service Conference in Sydney on 12 February 2015.

Its aim is to describe the path being taken at the Commonwealth Government level to increased use of cloud computing.

I have chosen the Stairway to Heaven theme to reflect that there is a common view among non-ICT practitioners that cloud computing is a pathway to nirvana.

This is the scope of the presentation. I will confirm the definition of cloud used at the whole of government level, the current cloud policy, what we have learnt in cloud procurement to date, how the new cloud services panel will work, and what is inn store in the future.

The Australian Government uses the NIST definition for cloud computing:

On-demand self-service. A consumer can unilaterally provision computing capabilities, such as server time and network storage, as needed automatically without requiring human interaction with each service provider.

Broad network access. Capabilities are available over the network and accessed through standard mechanisms that promote use by heterogeneous thin or thick client platforms (e.g., mobile phones, tablets, laptops, and workstations).

Resource pooling. The provider’s computing resources are pooled to serve multiple consumers using a multi-tenant model, with different physical and virtual resources dynamically assigned and reassigned according to consumer demand. There is a sense of location independence in that the customer generally has no control or knowledge over the exact location of the provided resources but may be able to specify location at a higher level of abstraction (e.g., country, state, or datacenter). Examples of resources include storage, processing, memory, and network bandwidth.

Rapid elasticity. Capabilities can be elastically provisioned and released, in some cases automatically, to scale rapidly outward and inward commensurate with demand. To the consumer, the capabilities available for provisioning often appear to be unlimited and can be appropriated in any quantity at any time.

Measured service. Cloud systems automatically control and optimize resource use by leveraging a metering capability9 at some level of abstraction appropriate to the type of service (e.g., storage, processing, bandwidth, and active user accounts). Resource usage can be monitored, controlled, and reported, providing transparency

Cloud policy is contained in the link above. The Government's pre-election commitments on eGovernment and the Digital Economy make it clear that they are focussed on achieving the value that the cloud offers. This disruptive innovation, like many before it, is not remarkable so much for the technology it offers but the way it is presented for consumption.

Any respectable data centre operator is using the same technology that the cloud provides now. And if they aren't, they won't be respectable for long. It is the way that we can procure these new cloud services that is changing the game for all ICT professionals. Cloud services are for sale to whomever has a credit card. The business doesn't need to come to the CIO to get them. Failing to cater for the cloud, staying a box-hugger as the Minister for Communications calls them - is a sure way to make CIO stand for career is over.

The basis of the cloud policy is on this slide. NCCE stands for non-corporate Commonwealth entities - generally the departments and agencies that used to be covered by the FMA Act. These entities need to evaluate cloud at certain refresh points:

• business and IT systems scheduled for replacement;
• planned system implementations/upgrades;
• requirements for system development/testing where cloud infrastructure could be used;
• pilots, time-bound or short lifespan projects; and

Risk management of outsourced ICT arrangements (including Cloud)

In 2014, the government reversed the previous policy of two minister approval for storing information in the cloud. The new policy is based on a risk management approach. It leaves the decision to agency CEOs who need to consider the context, security, privacy, data integrity and similar factors, when analysing and evaluating the risks to their business.

We've learnt lessons from the work we have done in the data centre as a service multi use list. We set this up as a trial, eventually listing over 100 vendors and over 1500 services. We've applied these lessons in our work on the cloud services panel to ensure we get the results we need.

The cloud services panel addresses the shortcomings of the MUL and will provide a solid basis in achieving the government's aims. The panel is likely to be open for business very shortly.

New Australian Government cloud policy released on 8 October.
Request for Tender (RFT) for a Cloud Services Panel released in September 2014.
The Cloud Services Panel will be in place for two years with options to extend for up to four years.

The panel categories are shown on the slide. We will be expanding these as required. We already have a list gathered as a result of public consultation.

Deployed in the cloud and accredited to Unclassified DLM (For Official Use Only).

Agencies can browse the service catalogue and request quotes for cloud services suitable to their needs.

Panellists will be able to update their cloud services, and submit their quotes through the service catalogue.

long term forecast
We are already seeing aspects of a more cloudy future. govCMS, our open source, web content management system will soon be open for business to all comers. Standards activities to support cloud computing are progressing well internationally and the best test of a technology coming of age - the involvement of lawyers- can be seen everywhere.

While cloud isn't the answer to everything, and all that glitters ain't gold, you'd be mad not to consider it.
