  • To constitute tribunals inferior to supreme court
  • Congress has the power to create lower federal courts

SECTION 8 AMENDMENT 10

  • Define and punish piracies and felonies committed on the high seas
  • Congress has the power to prohibit as a federal crime certain acts commited outside territorial
  • Jurisdiction of the united states and the commission within the united states of america

SECTION 8 AMENDMENT 11

  • Only congress can declare war however the president; as commander and cheif of the arms forces
  • Can make war without a formal decloration

SECTION 8 AMENDMENT 12

  • Raise and support armies
  • Congress has power to provide for and maintain the nations armed forces

SECTION 8 AMENDMENT 13

  • To provide and maintain navy
  • Congress has power to maintain the nations navy

SECTION 8 AMENDMENT 14

  • To make rules for the government and regulation of the land and naval forces

SECTION 8 AMENDMENT 15

  • To provide for calling forth militia
  • To execute laws

  • Provide for organizing arming and disciplining the militia

  • Exercise exclusive legislation in all cases whatsoever over such district
