If it's 10 (x4) move it once(x4)

To multiply:
to the right (x3)

To divide- to the left (x3)

If its one 00: move it twice (x4)

To divide- to the left (x3)

To multiply- to the right (x3)

if it is 1,000: move it three(x3) move it three times (x2)

To multiply:

To divide- to the left (x3)
