PRESENTATION OUTLINE
In 1787, during the Constitutional Convention in Philadelphia, two different plans were proposed.
The VIRGINIA PLAN proposed:
- a bicameral legislature
- representation based on the state population.
the new jersey plan proposed:
- a one-house legislature
- equal representation of each state.
Bigger states supported the Virginia Plan, while the less populous ones the New Jersey Plan.
Connecticut delegates Roger Sherman and Oliver Ellsworth provided a dual system of congressional representation.
The two delegates developed the TWO-LEGISLATIVE form of government that we know today, with the HOUSE OF REPRESENTATIVES and the SENATE.
The effects:
- the Great Compromise brought balance in the representation of smaller and bigger states, making all of the states are beneficiary;
- the needs of people could be addressed in the Lower House;
- the interest of states could be handled by the Upper House.
