THREE-fIFTHS COMPROMISE
Count the population of states for taxing
All slaves are counted as three fifths of the population
Have to pay extra for slaves
Rich have to pay more for slaves
Showed tensions between north and south
4.
COMMERCE AND SLAVE TRADE
Congress was forbidden to tax the export of any state
Couldn't stop if for up to 20 years
Allowed the south to have a big boom without being taxed
Would get out of hand with trade
No longer agricultural (could lead to slave trade)
