There was a great decline in farmers which lead to a fall in the economy.
The plauge wiped out 1/10 of the roman population.
This was number 1 because it led to their unstable empire.
3.
OVER EXPANSION
The roman empire grew as it conquered many states
Even with their great roads and walls, they weren't able to control the empire.
They didn't have much money for fortification of the states because the low taxes.
Invasions from the germans caused the romans to spend their money on the army
This is number two because this the romans weren't able to control the empire.
