- Mussolini took land from Ethiopia and Albania

Extreme patriotism, the Axis had extreme nationalism.

Countries allowed dictators to take control after WW1 using secret police.
Appeasement
Countries and League of nations did nothing when the axis powers took land
Spanish civil war
France fought for power in Spain and was aided by Germany and Italy.

- Defeated powers had difficulty paying reparations.
- Victors had difficulty repaying loans from the US.
