HERE'S HOW IT WORKS
Someone has to write an introduction of a bill to congress, anyone can.
After that the bill goes to a committe so they can go over it.
Subcommittee is where we know if it would be passed or not
Goes to the floor of the house senate
Leadership decides when it is up for consideration

HOW A BILL BECOMES A LAW
A bill only goes to floor if full committee votes to approve it
When debate is done, the bill is passed depending on the votes
BILL PASSES BOTH HOUSES OF CONGRESS FOR IT TO GO TO PRESIDENT
If president agrees he signs into law
Or veto it and send it back to congress if he doesn't agree
